This change switches to torch 2.10 release packages for pytorch and domain libraries for 1.1 release. See pytorch#15168 as example from 1.0 release. One notable difference is that we will allow newer versions of torch (ie, 2.11) to be used with 1.1 release.

Since we're not locking to a specific torch version, also allow newer audio and vision release packages to be installed.
