ci: Split out split-build into a separate workflow

• -> ci: Split out split-build into a separate workflow #141597
• tools: Add script to do split build in one command #141359

Splits out the split build workflows into their own separate workflow
that can be called with ciflow/split-build

Eventually this will be folded back into things (or perhaps just become
the default build pattern) but for now ensure that we can run things
like this.
