Improve `torch_xla.compile` documentation

The best doc I could find that mentions this is https://pytorch.org/xla/release/r2.5/eager_mode.html. However, torch_xla.compile is usable separate from PyTorch/XLA eager mode and we should make this more front-and-center compared to mark_step.
