Define when a master may retry slave API calls
Reserve the "<slave name>." port id prefix on master Slave ports are exposed on master as `<slave name>.<port id>`, and that prefix is the only thing telling a consumer which device owns a port. Nothing said the master could not use it for a local port of its own. Reserve it in both directions: a local port must not take an id inside a slave's namespace, and a slave name must not be the prefix of a local port id. The dot is part of the rule, so a local port named exactly like a slave is still allowed. Also say how a master tells a local port from a slave port when restoring /ports, and that a rename never changes a local port id.
