[RFE] Package python-quads-lib for RPM

• Let's package this properly for RPM
• Follow badfish designs and github actions
• Publish an RPM on our COPR: https://copr.fedorainfracloud.org/coprs/quadsdev/python3-quads/
• This is needed for quads-client TUI features we will want to do.

RPM name should be simply quads-lib
