Entry Point IsWow64Process2 not found (deno.exe)

I have:

• searched the issue tracker for similar issues
• installed the latest version of Quarto CLI
• formatted my issue following the Bug Reports guide

Bug description

When running quarto.exe to preview or render a document, I get the following error:

deno.exe - Entry Point Not Found

The procedure entry point IsWow64Process2 could not be located in the dynamic link library D:\quarto\bin\tools\x86_64\deno.exe

This is probably due to running in an old version of Windows:

obsproject/obs-studio#8021

Steps to reproduce

1. Download quarto
2. Run quarto preview on any document

Quarto check output

No output, gives the same error. I've tried versions 1.8.27 and 1.9.17

This is going very hard to investigate as "Windows Server 2016" is not freely accessible and was removed from GitHub runners 3/4 years ago.

From what I've seen online the IsWow64Process2 error is because the program (Deno) is trying to call something that does not exist in your operating system.
Unfortunately, Deno is at the heart of Quarto. I'm afraid that Windows Server 2016 is not amongst the supported operating system by Deno thus Quarto.

it seems that entrypoint is only supported on Server 2016 version 1709 and up, according to https://learn.microsoft.com/en-us/windows/win32/api/wow64apiset/nf-wow64apiset-iswow64process2

So you might need to upgrade your system.
