This PR handles two adapations:
Quarto CLI is now MIT. We don't require CLA anymore. So remove thoses and closes Consider replacing the CLA with a DCO for this MIT-licensed project #14175 and closes Broken Contributor Agreement PDF links (404) across repository onboarding files #14388
Adapt our guidelines to AI assisted contributions for issues, and PR, documenting deepwiki, context7 and llms.txt.
