Add Positron where appropriate
Adds Positron as an option to the Quick starts for Websites, Blogs and Books
Add Positron as a section on the Using R, Using Python, and Using Julia Guide > Computations pages
Adds Positron to places where IDEs are listed, or where commands in VS Code are mentioned.
Didn't touch manusripts: quarto-dev/quarto-cli#13109
