Update to the Pull Request Review Process

To foster collaboration and strengthen community participation, we have updated our pull request review process.

The following changes are now in effect:

• The number of required approvals before a pull request can be merged has increased from one to two. This ensures that every contribution receives broader review before being integrated.
• Developers now have review and merge permissions in addition to maintainers. Contributors who actively participate in the review process are now also empowered to merge pull requests once the approval requirements have been met.

Please note that additional rules still apply, such as the 24-hour waiting period before merging a pull request. For a complete description of the review and merge process, please refer to the contributing guidelines.

These changes are intended to give more responsibility to the community, encourage active participation in code reviews, and make collaboration a shared effort rather than one limited to maintainers. By broadening ownership of the review and merge process while strengthening the review requirements, we aim to build a more engaged, transparent, and sustainable development workflow.
