Description
Final implementation step: worker makes the request to the planner. It updates with the status of the ongoing merges, which allows the planner to update the heartbeats.
It receives task assignments back, and spawns pipelines to do so.
There's one thing here that I need to take into account - problems spawning a pipeline will require the 1 minute timeout for no progress update on the planner to get it to respawn. But that's minor overall.
How was this PR tested?
Unit tests.
