Interface bug report template: make field 'Steps to reproduce' not mandatory and review 'screenshots' field #4

Two comments about the Interface bug report issue template:
- The field 'steps to reproduce' is currently mandatory: this is however not always a field that needs to be filled in, depending on the issue. I would therefore suggest to not make this mandatory.
- There's a separate field for screenshots, but sometimes you want to use screenshots in your description to support the findings. We should therefore review if we really want to have a separate field for screenshots, or if we should remove this field and just put screenshots where you want it (within description text or at the end).
