This PR updates messaging for authentication failures

OK so taking a look at that error, it looks like what happened was:

• The client tried to authenticate itself • It failed to connect to the server -- for some reason unclear. our error message [APIConnectionError please try again later] needs more info. we need to modify this
• We raised an exception
• Their gunicorn worker didn't start because of the raised exception
