pr-push with args?

Another use I can see for pr-fetch and pr-push is to respond to a comment and rebase the PR. In apache/arrow, there's lots of activity every day, and often a CI failure in a PR will be resolved by rebasing.

I could write a workflow to do this, but I'd need to force push. To do that, I'd either need to pass arbitrary args here, or else add a force parameter to the inputs if there was concern about accepting free string input.

Thoughts? Happy to submit a PR if you think this sounds good.

I think adding a parameter to the inputs to control additional args for git push seems the best option
