BTW it already has some conditional code for packages owned by the tidyverse or r-lib orgs, in this tidyverse_url() function.

I think the only difference is adding tidyverse/tidytemplate to the appropriate field in DESCRIPTION. So if we do already have some conditional behaviour, we should just use that.
