PROPOSAL: update to Contributor Covenant v3.0

Supersedes #139.

This proposal is a motion to:

1. Update https://r-multiverse.org/conduct.html to use the latest version (v3.0) of the [Contributor Covenant] code of conduct template, as suggested by @gvlx in Code of Conduct + committee #127 (comment).
2. Use the code of conduct email conduct@r-multiverse.org as a means of contact and list who has access to that inbox.

Regarding (2): we set up conduct@r-multiverse.org to receive reports of CoC incidents. Currently, all the R-multiverse admins have access. @shikokuchuo, @maelle, and @jeroen, please let me know if you would like me to remove your access in order to shield you from these reports. Even if it's just me behind conduct@r-multiverse.org, I have a strong preference for using this email instead of my personal email, even in this temporary CoC.
