gdal_utils("buildvrt") requires a source argument, meaning it does not work with input file lists.

Additional context
gdalbuildvrt needs to use input file lists for "very long lists" of input files, though the cut-off for "very long" seems to be platform-dependent. As a result, I believe it's currently not possible to use gdal_utils() to create VRTs from large numbers of files on all platforms at the moment.
