Heads up: Embedding resource files into libgdal (and PROJ)

OSGeo/gdal#10913 is referred to by https://lists.osgeo.org/pipermail/gdal-dev/2024-October/059562.html. No immediate consequences for us, but will need handling as an alternative to bundling resource files in static builds, and needs watching as upstream packagers respond. @rhijmans this affects terra too.
