Add support for TLS-only instances to kubectl rabbitmq manage command

Previously 15672 was always used to access Management. Now, the plugin will check if the instances is TLS enabled and if it is, it will use 15671.

Use 15672 or 15671 to access Management, based on TLS settings. Previously
kubectl rabbitmq manage TLS-ONLY-INSTANCEwould fail as it would try to port-forward and open 15672 which is not available.
