feat: add nautobotop resync command

Adds a new nautobotop resync subcommand to understackctl that force-refreshes the nautobot operator on any cluster.

What it does:

• Auto-detects the Nautobot CR and operator deployment in the cluster.
• Prompts for confirmation showing the target cluster context before proceeding
• Clears CR status via the status
• Restarts the operator deployment via annotation patch

Usage:

understackctl nautobotop resync
understackctl nautobotop resync --name my-nautobot --operator system/nautobotop-controller-manager
