Support for Cinder API v2 missing

At the moment Gophercloud does not support Cinder API v2. According to https://www.openstack.org/marketplace/public-clouds/ a lot of OpenStack public cloud started to provide Cinder API v2. Support for Cinder API v2 should be implemented.

We'd welcome a PR for this, but it's currently not a priority for us (core team). Because there are several OpenStack/Rackspace services that aren't implemented at all, we'll be giving those priority.

The v1 API is officially deprecated in kilo. My impression is that it is difficult to find an openstack installation that provides v1 at all. http://developer.openstack.org/api-ref-blockstorage-v1.html

As @jhoblitt pointed out, v1 is now deprecated and more providers are moving towards v2 only (us included).
