Pull request overview
Updates the repository pull request template to reflect the migration of design notes into this repo and to align cross-repo checklists with the current Radius ecosystem.
Changes:
- Adds a “design document only” type-of-change option for
eng/design-notes/-only PRs. - Updates the design document checklist item to point to
eng/design-notes/instead of the oldradius-project/design-notesrepo. - Replaces samples/recipes checklist items with
resource-types-contribanddashboard.

Instead of modifying the checklist, let's remove the checklist and the require-pr-checklist.yaml workflow.

Description
Updated PR template after moving design-notes to the Radius repo. Removes samples and recipes from the checklist and replaces with dashboard and resource-types-contrib.
