Settings: workspace edit pencil does nothing; cannot add or edit workspaces

Bug

In the Settings area, the Workspaces section is unusable:

• Clicking the pencil (edit) icon next to a workspace does nothing — no sheet/dialog appears.
• Cannot add new workspaces.
• Cannot edit existing workspaces.

Expected behavior

Clicking the pencil icon should open the workspace edit UI. The add button should let me create a new workspace.

Actual behavior

Clicks on the pencil icon are no-ops. Add/edit flows are inaccessible.
