Remove `ENABLE_GENAI_ANONYMIZE_TEXT_EP` and the GenAI anonymization endpoint from the router.

Move the functionality that is activated by `ENABLE_GENAI_ANONYMIZE_TEXT_EP` into plugins. 

Add a service that will be started from within a plugin.
