I'm guessing this was a mistake because the
sprockets-railsdependency wasn't removed until #43261 which is part of Rails 7.0. So this PR moves the "Sprockets is now an optional dependency" section to the "Upgrading from Rails 6.1 to Rails 7.0" chapter. I put it just after the note about the Spring version compatibility since both are about potential changes that should be made to theGemfilewhen upgrading.cc @rafaelfranca
