Add magic number to parse error offsets#480

Parse error offsets are now tagged with a magic number in the high bits so callers can distinguish Rain parse errors from other revert data. Adds tagErrorOffset, parseOffset, and isRainParseError to LibParseError. Fixes build warnings (view/pure mutability). Closes #152, closes #153.
