Monitoring Graphs now show duplicate timespan and refresh controls

Setup

• Rancher version: v2.11.2, probably v2.12.0

Describe the bug

• The rancher monitoring chart bump to 106.1.0-rc.2+up69.8.2 includes a bump of grafana as well
• The grafana bump includes 11.3 which now by default shows timespan and refresh controls in embedded dashboards
• These duplicate our own

To Reproduce

• install monitoring
• navigate to cluster dashboard monitoring tab (or project or workload detail pages)

Result

• as per screenshot

Expected Result

• lo-bar fix is to disable their built in controls via query params in urls that load dashboards
