ToggleSwitch doesn't resize well visually

Describe the bug
The toggleswitch input doesn't resize very gracefully:

I don't think that it should resize at all. Similar to checkbox or radio button elements, the size should remain consistent.

@mantis-toboggan-md What screen is the video from? i.e. where do I get in the UI to see this myself?

Had a quick look, I think just adding min-width:48px to the switch class in ToggleSwitch will be sufficient.
