Automate Stack state server installation tests

Phase 2:
Following P0 tests will be automated that focus on installing the stack state server. Outlining the test cases, more detailed steps can be found on the confluence doc:

1. Install stack state server on a downstream cluster on a rancher server with non ha values
2. Install stack state server with ha values
3. Install stack state with auth provider values
4. Enable cloud provider on AWS and install stack state server on the cluster

There is now a separate team for StackState QA, so this work is being handled and tracked separately by them.
