Dependabot and manual trigger for actions

Actions still don't work properly for dependabot PRs.
Also, there is no option to manually trigger a workflow (see [Note ➍ here](https://docs.github.com/en/actions/managing-workflow-runs-and-deployments/managing-workflow-runs/manually-running-a-workflow)).
