Release v0.2.3

First official version across all platforms! Most of the functionality is fine, contacts are bugged and channel filtering doesn't work yet. Media is fully implemented, both receiving and sending. Stickers can be received, but not sent yet.

Scoped media directory, theme switches, and basic wallpapers are provided, major UI fixes are underway.
