[Headline] Add configurable heading level #619

Headline is a custom typography component. Has deprecated size patterns and hardcoded values.

3. Allow configurable heading level
If not already supported, allow specifying the HTML heading level (h1-h6) via an as or level prop.
Moved to Cross-Cutting Issues
The following items have been moved to cross-cutting issues that address them across all components:
- Replace hardcoded CSS values with design tokens (Replace hardcoded CSS values with design tokens #672)
- Forward HTML attributes (Forward HTML attributes (spread rest props) #674)
