docs(wiki): publish staged system atlases, client/HC loop Mermaids, GUER Commissar page
Local wiki improvements that never left the working tree are now committed so they show on GitHub:
- New GUER-Commissar-Panel (source-backed; not CTL) + Sidebar/Page-Index links
- Client-UI-Systems-Atlas: high-quality client agent loop Mermaids (Update/AFK, PVF, JIP, HC)
- Expansions: JIP enrollment, HC init/stat loop, towns/camps capture, server broadcast/telemetry, loops patterns
- Agent-Guide / Page-Index / worklog cross-links for operational loops and deploy lifecycle excerpts
Content-only wiki update. No bug-findings queue pages.

Additive second multi-agent pass (high verifier-failure rate this run, so only
solidly-verified results applied):
- Dead-code register: added receiverMASHmarker.sqf (dead client MASH receiver,
compile commented at Init_Client.sqf:132 - the client end of DR-34) and
monitorServerFPS.sqf (no-op duplicate; WFBE_VAR_SERVER_FPS has no reader).
- Towns atlas: authored a Town Patrol Mechanic section; corrected it with DR-57
(patrols never spawn) + AI6 (SV==60) alongside the existing AI1 lifecycle note.
Rejected the UI-HUD-And-Dialogs / Agent-Development-Pack "merge" recommendations
(intentional compatibility aliases). Handed the Miksuu-Discord-Bot stub delete
and unverified dead-STR-key candidates to Codex/owner. No gameplay source changed.
