Notes the PR #68 pre-existing Takistan Zeta_Unhook args bug, ~37 needs-design items, and the deferred/skip backlog. Cross-pass total is now 22 draft PRs (#54-75), all DRAFT and human-merge-gated; the 3-source sweep is complete (loop now delta-only).
