navbar is not in 'scrolled form' when page is reloaded

If you reload the page at places other than the top, the navbar is in the unscrolled form and need some scrolling before transforming into scrolled form

I cant reproduce. I tried refreshing at various parts of the page and the nav bar shows up as scrolled. Any more specifics?
