Fix Description :

Code changes done to implement below L2 Testcases.
1> Verify Time Source is Initialized as "DRM"
2> Verify whether /tmp/systimemgr/drm file is opened for writing
3> Verify whether Time Quality message is published as "Secure"
4> Verify whether the Event is identified as "eSYSMGR_EVENT_SECURE_TIME_AVAILABLE".
