RDKBDEV-3301: Bring up of utopia on QCOM Platform.

Reason for Change:
To support and enable the Utopia component on IPQ-based devices.

Fix:

• Enabled Utopia bring-up on IPQ platform by adding necessary firewall configurations and resolving startup issues.
• Applied IPQ-specific firewall rules to ensure proper network behavior.
• Restored and verified the dnsmasq service by applying macro fixes for missing ath12 and l2ds0 interfaces.
• Added a multinet service handler script tailored for IPQ devices.

Test Procedure:

1. Verified that IPQ-specific firewall rules are correctly applied and functional.
2. Confirmed successful Utopia initialization and operation on IPQ devices.
3. Validated LAN interface functionality, including basic configuration and connectivity.
4. Verified WAN interface bring-up and confirmed successful WAN connectivity.
