A new app in rdmo for #448

Todo

  • add the tests

    • update buttons for locked and form for sites
      • Ive added buttons and forms inside the table by using some functions from htmx.

  • style should look similar to other pages in rdmo

  • filter function, search for catalog title contains "..."

This implementation is moved to an (external) app: https://github.com/ULB-Darmstadt/catalogs-table-app.
That closes this PR
