Add @oleg_svetlichnyi/expo-icloud-storage

Adds @oleg_svetlichnyi/expo-icloud-storage, an iOS-only Expo Module for iCloud Drive file operations.

Entry choices:

• npmPkg is set because the npm package is scoped while the repository name is not.
• ios: true because the package ships an iOS native implementation.
• configPlugin: true because the package includes an Expo config plugin.
• No Expo Go, Android, Web, macOS, tvOS, or New Architecture claims are set.

Validation run locally:

• bun run data:validate
• GITHUB_TOKEN="$(gh auth token)" bun run ci:validate
• bun run data:test
• bunx oxfmt --check react-native-libraries.json
