Fix parameter vs argument typo in tutorial-tic-tac-toe

Summary

Fixes a terminology confusion in the React Tic-Tac-Toe tutorial.

Line 1140 incorrectly uses the term "argument" when referring to i in the function signature function handleClick(i). Since i is defined in the function declaration, it is a
parameter. The value passed in when calling the function is the argument.
