Add CLIProxyAPI v6.8.41 app package (docker-compose, config, panel metadata)

Motivation

• Provide a packaged app entry for CLIProxyAPI v6.8.41 so it can be deployed via the platform with sane defaults and panel-configurable ports.

Description

• Add docker-compose.yml that defines the cliproxyapi service using image eceasy/cli-proxy-api:v6.8.41 and exposes ports mapped from panel envs such as PANEL_APP_PORT_HTTP and PANEL_APP_PORT_MGMT.
• Add config.yaml with example runtime settings including host, port, auth-dir, api-keys, and remote-management options.
• Add data.yml containing panel form metadata for editable environment variables and OAuth callback ports like PANEL_APP_PORT_OPENAI, PANEL_APP_PORT_GEMINI, and timezone TZ.
• Add placeholder keepfiles auths/.gitkeep and logs/.gitkeep so the expected volume directories are present.
