The Symphony context now needs one umbrella OpenSpec surface so Waves 2-7 can claim against a live artifact instead of static prompt packs. This commit records the adoption scope, requirements, phase ledger, and Colony-as-tracker decision without touching runtime code. Constraint: Static prompt packs are not ready Colony tasks; a live Colony plan was published and task_id 82 was claimed first. Constraint: No upstream Symphony Elixir code may be vendored or translated into Colony. Rejected: Linear-as-tracker for this port | Colony already owns task planning, claims, handoffs, and ready-task routing. Confidence: high Scope-risk: narrow Directive: Do not mark wave checklist rows complete without inline evidence or merged PR proof.
