The CLI and MCP surfaces had parallel answers for session identity, publish staging, database lifetime, and recoverable coordination failures. This consolidates those contracts so hooks, viewer, CLI, and MCP clients branch on the same source of truth. Constraint: Keep the changeset prepublish path as the single publish staging path. Rejected: Keep pack-release.mjs for trimmed dependencies | it drifted from prepack and was not on the release automation path. Rejected: Leave MCP errors message-only | clients need stable codes for recovery branches.
