This snapshot publishes the pending guardrail workflow updates that were already prepared in the main working tree, including sandbox helper scripts, codex-agent setup wiring, and repository-local safety assets. It also captures the package/version bump and ignore-rule update used to keep local oh-my-codex clones out of status noise.
