Add a small runtime-backed detection layer that checks each registered agent's detectCommand and returns structured availability records without invoking agent workflows. Constraint: src/agents/registry.js is a prerequisite dependency and is not present on this local base, so tests mock the registry contract directly. Constraint: Detection must not launch real AI agents; only detectCommand probes are executed through the existing runtime helper.
