Is there a Rector for Inline Multiline Array passed as param?

Assuming i have a function that takes an Array param, and another that gives them:

function a(array $params): void {
}

function b() {
    $params['k1'] = 'v1';
    $params['k2'] = 'v2';
    return a($params);
}

Does there already exist a rule for turning into this:

function b() {
    $params = [
        'k1' => 'v1',
        'k2' => 'v2',
    ];
    return a($params);
}

or better this:

function b() {
    return a([
        'k1' => 'v1',
        'k2' => 'v2',
    ]);
}

Not exactly this one, but I'd look for "inline" keyword.

If you make a Rector rule to handle this use case, it would be nice addition to our sets 👍

I don't have experience writing Rector rules, but i pinged @sreichel who might have more experience in this
