Read fulcio_service_url and rekor_service_url from tsf-tas-integration first, and fall back to fulcio_url and rekor_url so in-cluster endpoints are used when the secret provides them. cf RHTAP-6479 Assisted-by: Cursor rh-pre-commit.version: 2.3.2 rh-pre-commit.check-secrets: ENABLED
