Adoption insights
This PR marks all the plugins to be publicly available and downgrades the backstage version from 1.36.0 to 1.35.1 to include this plugin in the
rhdh-plugin-export-utilsworkflow to publish this plugins as dynamic plugins inghcr.io/redhat-developer/**cc: @davidfestal @benwilcock
