Version always too stale to access settings on ARM64 Windows

We do not publish Win ARM64-specific builds of vscode-java.
Which version of Language Support for Java(TM) by Red Hat do you have installed? Hover over it in the installed extension view.

The latest release is 1.52.0

it does not allow me to use a newer version

You can now install vscode-java pre-releases on ARM 64. Next full release will be performed end of February.
