The macOS-13 runner is now retired. cargo-dist 0.30.1 uses: - macos-14 for aarch64-apple-darwin - macos-15-intel for x86_64-apple-darwin

The macOS-13 runner is now retired by GitHub. This updates cargo-dist to 0.30.1 which uses:
macos-14for aarch64-apple-darwin (ARM)macos-15-intelfor x86_64-apple-darwin (Intel)This fixes the release build failures seen in the v0.7.0 release.
