PHP, Lettuce, and even C now have notebook capability. This PR adds the notebook links to the landing pages and also adds TCE support for Lettuce synchronous (which we will probaby rarely use aside from this) and C.
Note: ignore the
SPECIFICATION.mdfile - it's just Augie updating what it has "learned" from implementing this stuff.
